Most likely the word "white" implies color of the skin. Usually this organization presented by young people. I hope your uncle put some other meaning when he made this tattoo.
There is one more guess (it is quite crazy guess): "White" in Russia is the anti-Bolshevik (anti-communist) fractions, which however was completely destroyed by 1923 (unless they immigrated abroad - mostly to France).
