this particular sentence is gender neutral (from the person who's asking. The only gender here is "mother" who's female so you say "moya mama" if you were referring to the dad or any other male you would say "moy papa"
Usually we don't talk like that in Russian. Cause in English it will sound Is my mum able to talk? (does she have an ability to say words?) The person who gave thsi translation to you can't be Russian and probably, used online translators. The other 2 variants are Correct and appropriate.

How do you say this sentence in Russian?
a good soul, I speak russian very well actually... the answer that you gave translates to english as "Can I speak to my mother" which is different than "Is my mother available to talk" I don't use online translations, no need to, I simply translate what is asked and not what I THINK is asked..
