I don't think "Арам зам зам" [aram zam zam] actually means anything in Russian-- the full title of the song is "Модный танец Арам Зам Зам" [modniy tanets aram zam zam] which means "fashionable dance aram zam zam", "aram zam zam" is taken to be the name of the dance.
I don't think it's a children's song either. It was a single released in 2009 by the Russian group Дискотека Авария [diskoteka avariya-- "disaster disco"], which tends to produce music that's supposed to be humorous.
